Jurisdiction Disparate JAG Grant
Narrative:
This grant is a multi jurisdiction grant between Mahoning Township
Police Department, Danville Police Department, and Montour County. The
three entities will split the grant as follows:

Mahoning Township
Police Department Objectives:
-
To purchase a 2009
unmarked police vehicle to be utilized for traffic enforcement,
crime patrol, and general police activities.

To purchase
accessories which will be installed in the unmarked police vehicle
and assist the police in patrol activities.

To offset the overall
budget of the police department by returning appropriated budgeted
funds to Mahoning Township.
Mahoning Township
Police Performance Measures:
-
Purchasing a police
vehicle will preserve jobs in the auto industry
-
Purchasing accessories
for the police vehicle will preserve jobs in police equipment
industry.
Danville Police
Department Objectives:
-
To upgrade nineteen
year old firearms from 9 mm to .40 caliber in order to match the
other local law enforcement agencies weapons.

To upgrade two
antiquated mobile radios to enhance radio communications and comply
with band width reduction.

To provide and enhance
the safety of the twelve employees of the Danville Police Department
by installing a bullet resistant window.

To offset the overall
budget of the police department by returning appropriated budgeted
funds to Danville Borough.
Danville Police
Department Performance Measures:
-
Purchasing new duty
firearms will preserve jobs in the gun manufacturing industry.

Purchasing mobile
radios will preserve jobs in the communication industry and will put
the police department in compliance with the FCC by reducing band
width.

Construction of a
bullet resistant window will create a job for a local contractor and
supplier.
Grant Expenditures:
-
Montour County will
monitor the money received from the JAG Grant.
-
The money will be
transferred electronically from the Federal Government to the
General Fund in Montour County.

Upon receipt of
the money, the funds will be transferred to an interest bearing
checking account separate from any other account.

Purchase Orders
will be used in making all expenditures.
-
Checks will be
issued from the account to match the purchase orders.

A review of the
purchase orders and checks will be conducted by the
administrator of the grant.

This project can be
started as soon as the money is received from the Federal
Government. The money is to be used to purchase equipment and
complete a minor remodeling project. Therefore, the money will be
expended as soon as purchasing orders and bidding process is
completed. This will maximize the preservation of jobs and benefit
the economy.

The target date to
start the project is October 1, 2009 and completion of the
project is October 1, 2010 or sooner.

The performances
measures will be met if the money is granted to the Multi
Disparate Jurisdiction and the money is expended in the manner in
which it was Intended to be spent i.e. purchase of an unmarked
police vehicle with accessories, purchase of weapons, radios, and
the construction of a bullet resistant window.
