Minutes
The Mahoning Township
Authority held the monthly meeting on February 9, 2009 at 7:00pm
in the Mahoning Township Municipal Building.

meeting were:

The Board reviewed the
minutes of January 19, 2009. Ed Draugelis submitted a letter to
express his reasoning for not wanting to accept the payment of
$750.00 per month rent.

Operators report
The generator at Red
Lane has generator and telemetry issues. Bob Stauder will be in
to correct.
Present PCS invoice to
be billed to Woods of Welsh.
Railroad St. quotes
submitted by Chip Adams were reviewed. Dave Barron moved to
accept the quote of $3640.00 to install a main sewer line on
Railroad St. to the edge of the driveway at the Emery Property.
Grier Boedker seconded
the motion. Unanimous
Solicitor
The Board discussed the
ongoing Bergerstock fill situation. Arro has sent their
recommendations, the solicitor will call Dale Heckman, project
manager to discuss.
The Schooley property on
130 Middle St. has outstanding balance of $726.98. Solicitor
suggests to negotiate. Rick will discuss further with Attorney
Michetti.
Grier Boedker motions to
request at least 2/3 of balance. Ed Draugelis seconds the
motion. Unanimous
Liens previously
discussed have been filed.
RF Rentals made promise
to make $10,000.00 payment by the end of each month. January
payment not made. Certified letter will be sent to the
Fettermans regarding payment or water shut off.
Bids
Opening of bids for the
Red Lane and Oak Street sewers were opened by Dale Heckman,
project manager on February 5, 2009. Low bid was submitted by
Sikora Bros.. Dale Heckman recommends to accept Sikora Bros. bid
at the cost of $225,090. Dale was phoned during the meeting
regarding questions of references.
Grier asked about the
references and if the jobs already performed were equal to this
job. Dale replied the jobs were equal or more than this job. Ed
Draugelis made the motion with the intent to award the bid to
Sikora Bros. at the cost of $92,590.00 for Red Lane and $132,500
for Oak St. sewer lines total of $225,090. Grier Boedker seconds
the motion adding that a written investigation of references be
submitted by Arro.

Old Business
Woods of Welsh punchlist
was updated by Arro.
Rich Novack of Pen Dot
has completed submittal of all paperwork for the Bloom Rd.
utility relocation. Reimbursement is in process.
Act 537 reimbursement
pending.
I and I process is
moving forward. One illegal connection found at 17 Montgomery
Village.
T & S has been sent the
Developers checklist. They returned the Availability letter but
to start the process the developer must submit escrow and
purchase the necessary items listed.
Tomcavage property must
have same items submitted as T & S development before any
process can start.
Woodbine Place
additional homes need zoning approval and permits from the
Authority.
New Business
The Audit for 2007/2008
will be reviewed by Board.
Service and lateral
insurance information tabled.
Water rates tabled.
Danville Borough
requests assist letter from Authority to get grants for upgrade
of Sewer plant.

All Bills paid Motion to
approve with the exception of the PCS bill which should be paid
by Danville Associates, Woods of Welsh. Motion made by Dave

Request made by Exeter
to hold seminar in building. Supervisors and Authority members
have no problem with request.
Boy Scouts have
requested to help the Authority with painting hydrants to
receive merit badges.
Operator, not present
will be contacted for his input. Grier Boedker suggested they
call him to do work in Fairview Cemetery.
