The regular monthly meeting of the Mahoning Township Supervisors was held this evening at the Mahoning Township Municipal Building at 4:30 PM.

 

Members of the Board present:

            Christine DeLong, Chairperson

            Ron Miller, Vice-Chairman

            William Earlston, Supervisor

 

Also attending were:

            Robert Stoneback, Danville News      Dave Barron

            Todd Gibson, Fire Chief                     Harold Hurst, Rep Kurt Masser

            Randall Webster, Wentz & Webster   John Mazich, Uni-Tec

 

Executive sessions held Tuesday, September 27, 2011, Friday, October 7, 2011, and Monday, October 10, 2011.  All were for legal matters.  Because of that executive session, the Board voted in favor of hiring special legal counsel, Jonathan Andrews of McNees, Wallace and Nurick to handle the R F Rental property flooding issue, motion in favor Mr. Miller, second Mr. Earlston.

 

PUBLIC COMMENT

None.

 

MINUTES AND TREASURER’S REPORT for September, and the special meeting held October 4, 2011 related to flooding were approved by the Board with no alterations or corrections, motion Mr. Miller, second Mr. Earlston.

 

DEPARTMENT REPORTS

SOLICITOR:  N/A

 

ZONING/UCC:  October report submitted.

APPLICATION FOR SEWAGE PLAN REVISION:  WOODHILL ESTATES: Submitted by Wentz and Webster on behalf of John Sensenig was rejected by the Board by motion of Mr. Miller, second Mr. Earlston.  The plan does not meet the limitations imposed by other laws or ordinances officially adopted by the municipality and will be returned to DEP.

 

PERMITS-SIGN REPLACEMENT:  Danville Business Alliance will be replacing a sign in Mahoning at the entrance to Danville; the Board waived the permit fee, motion in favor Mr. Miller, second Mr. Earlston.

 

POLICE DEPARTMENT:  October report submitted. 

STREET DEPARTMENT:  October report submitted

ENGINEER’S REPORT:  Engineer’s Report for October was submitted and required no action by the Board.

FIRE DEPARTMENT:  September report given by Fire Chief Todd Gibson.

 

OLD BUSINESS

BUDGET 2012: The final proposed budget was adopted with no tax increase, Mr. Miller motioned in favor, Mr. Earlston seconded.

 

TRICK OR TREAT:  At the August meeting the Board agreed to have residents Trick or Treat on Monday, October 31, 2011, dusk until 9, however, since Danville and Riverside will hold Trick or Treat, Saturday, October 29, the Board changed Mahoning’s night to coincide with the other surrounding municipalities, Mr. Miller motioned in favor, Mr. Earlston seconded.

 

AMEND CODE FOR STREAM CLEARING:  The Board voted in favor of hiring special legal counsel, Jonathan Andrews of McNees, Wallace and Nurick to work with the engineer and zoning officer to  handle the  issue of adopting codes to compel people to maintain and clean their own streams, creeks, swales and retention ponds; motion in favor Mr. Miller, second Mr. Earlston.

NEW BUSINESS

 

FISHING TOURNAMENT: Bill Showers has requested permission to use the boat dock in conjunction with a special permit from the Fish and Boat Commission for October 30, 2011, the Board by motion of Mr. Miller, second Mr. Earlston granted permission, stating that the township assumes no liability or responsibility for anything associated with the tournament.

 

SENATE BILL 169:  At the request of the Volunteer Fire Company, the Board went on record as supporting Senate Bill 169, which would increase the limits for payouts on Small Games of Chance.

 

With no further business to come before the Board, Mr. Miller motioned in favor of paying the bills and payrolls for October and also to adjourn, Mr. Earlston seconded.
