 The regular monthly meeting of the Mahoning Township Supervisors was held this evening at the Mahoning Township Municipal Building at 4:30 PM.

PUBLIC COMMENT

There was no public comment.

 MINUTES AND TREASURER’S REPORT for December, as well as the January 3th reorganizational meeting, were approved by the Board with no alterations or corrections, motion Mr. Miller, second Mr. Earlston.

 

DEPARTMENT REPORTS

 

SOLICITOR:  Conditional Use Hearing – Camplese:  Application was heard by the board December 20th, 2010 to reduce the approved six unit townhouse development to a five unit building.  As there was no opposition at that hearing and the developer did meet the required guidelines of the ordinance, the Board granted approval, by motion of Mr. Miller, second Mr. Earlston and did not place additional conditions on the project.

ZONING/UCC:  Submitted January report at workshop this morning

POLICE DEPARTMENT:  December report submitted. 

STREET DEPARTMENT:  January report submitted.

By motion Mr. Miller, second Mr. Earlston the Board accepted the highest quote for each item.  Arrangements will be made to transfer the items this week.

 

TRUCK FOUR -  FLOOR REPAIR:  Four quotes were obtained;  Atlantic Equipment $463.28, Bloom Metal, $659, Haupt’s, $690 and J D Welding, $374, and by motion Mr. Miller, second Mr. Earlston the Board  accepted the low quote of $374 from J D’s Welding.

 

ENGINEER’S REPORT:  Engineer’s Report for January submitted at workshop, required no action by the Board.

 

FIRE DEPARTMENT:  Todd Gibson presented his 2010 Year End Report, and was asked for the purpose of the press, to elaborate concerns regarding recruitment.

 

OLD BUSINESS

 

SALT PURCHASE:  Mr. Miller motioned, Mr. Earlston seconded approving the Salt Contract Participation Agreement thru Co-Stars for our 2011-2012 season.

 

AUTHORITY REGIONALIZATION:  By motion of Mr. Miller, second Mr. Earlston, the board agreed to stand with the Municipal Authority and advise the Montour County Commissioners we will not agree to move forward with regionalization until certain terms are met by our own municipal authority;  first, the lawsuit with Danville has been settled and second, an agreement between Danville and Mahoning has been agreed upon and signed.

 

NEW BUSINESS

 

2011 MATERIAL BIDS:  The Board, by motion of Mr. Miller, second Mr. Earlston, instructed the secretary to advertise bid opening of stone and road materials for 2011 with the same quantities as last year. Bids must be received by Friday, February 4, 2011 to be opened at work shop on February 7, 2011 at 10 AM and to be accepted or rejected later at the regular meeting at 4:30 that evening, Monday, February 7, 2011.

 

DELINQUENT COLLECTORS were named to handle collection of the delinquent 2010 per capita taxes and recycling fees turned over by the Township Tax Collector.  Mr. Miller motioned in favor of Statewide Tax Recovery collecting the 2010 delinquent per capita taxes, and Mr. Earlston seconded.

 

Mr. Miller named Marlene Gunther, Tax Collector as delinquent collector of the 2010 delinquent recycling fees, and Mr. Earlston seconded.

 

POLICE RESPONSE TO DANVILLE STATE HOSPITAL: The Board, by motion of Mr. Miller, second Mr. Earlston, instructed the solicitor to address letters to the State Police, Danville State Hospital and the North Central Secure Treatment Unit advising the township police department will no longer provide coverage to these state owned facilities, they will be the responsibility of the State Police.

The secretary advised that the Board held an executive session for personnel this morning following their workshop meeting.  She also made note that the February meeting falls on a holiday and as has been done in previous years is scheduled for the first Monday of February, the 7th, rather than the third Monday.

With no further business to come before the Board, Mr. Miller motioned in favor of paying the bills and payrolls for January and also to adjourn, Mr. Earlston seconded.
